Grape Vine – Perhaps Need Attention At The Base?

My recently planted Grape Vine is not 2.5 meters. At the base, between the root stock and the graft (about 9 inches) has become “flaky” that is to say the protection applied at the point of sale, is flaking off – should I do something to this area to give it protection?

You don't need to do anything other than mulch around the grapevine, but do not put mulch right up to the stem, leave 3 inches between the vine and the mulch. Here is more on growing grapes:
