Hello, What is a good short groundcover for shady area that is noninvasive and can be planted now in zone 7? Also, is it best planted via seeds or plugs?

Ajuga and periwinkle are low growing and noninvasive.

I would avoid creeping jenny. It can be invasive. Generally, I would recommend plugs or plants. If you have six weeks before a frost, they can be planted now.
