Interesting. This may be a case of misidentification, as they do not bite humans. Plant fleas can, however. It will be important to know what you have, for sure, as this will dictate what treatment you will want to use.
However, since that is what has been given as the culprit, I will provide information on getting rid of them. The first, however, is proper watering. They show up when soils are too wet, and do not have a chance to dry out enough between waterings. Letting this occur will drive most of them away. Then it comes down to making them leave the area.
