Is it okay to cut off the foliage after the gladiola flower blooms? I have read that some bulbs do better if you don’t cut the spent leaves/flowers.

Don't cut it. It is most always recommended that you leave the foliage alone. Allow it to die down naturally, as the bulbs need this foliage for energy in order to produce additional bulbs (plants).
