Gardenia Buds With Hard Outer Petals

Question

I have two gardenia bushes in pots. They are about 4 and 6 years old. Now they are getting hard outer petals on the blooms and won’t open. They just dry up and drop off. If I very carefully peel the dry outer petals off, the bloom will open. But this is way too tricky as sometimes the bud breaks off while trying to ‘fix’ it. I have not moved them.
