Greetings,

When building a raised bed garden box, about 2 ft. off the ground, is it necessary to create a drainage system?

Yes, you will want some way to allow water to drain away. A common method for an elevated system is to put in a layer of gravel a few inches deep in the bottom of the bed under the soil. This will allow for the excess water to have somewhere to run.
