Fungus has attacked my Photinia. How far can I cut it down?

Question

It has been a cool and moist spring . Can I cut my Photinia down to 12 inches and spray with fungicide?
I know that I have to rake up all the surrounding leaves and get rid of any branches and diseased parts.
