Q.Fertilizing palm trees

please identify the palm in the attached photo. Should I fertilize it and if so, when and what type fertilizer? Also, it appears to be ready to drop a couple of more fronds. Is it best to wait for them to fall or should I have them pruned?
It has been very dry here in SW Florida so I started watering this palm about once a week a few weeks ago.

This might be a Bismarck palm. Here is our article about them:

It is best to leave fronds on the tree if they're still green at all. If the frond has turned completely yellow or brown, then you can remove it (or just wait for it to fall on its own).
