Eucalyptus Tree Losing a Lot of Leaves

Question

We have a 15 ft-approximately-silver dollar eucalyptus which was doing great. Florida had rain for about 30 days straight, then we clipped the edge of a tropical storm with high winds. Since then the tree has shed a lot of its leaves from the lower branches. Is it too much water, being jiggled by the high winds or fungus? I really don’t want to cut it back too hard.
