Q.Established Italian trees

My Italian Cypress trees are about 30 years old. They are very tall and some of them are about 36 inches in diameter (about 3 feet). Some people are telling me that I do not need to water them. I live in El Paso Texas and I would hate to loose them. Also, the last time I fertilized I just stuck a fertilizer stake in the ground that I bought at Home Depot. That was about 2 years ago. Some of the limbs or branches? (what are they called?) are starting to hang down. Do I hire someone to shave the trees? In all the articles I read here you only mention pruning. Please educate me. Do I still water? Should I shave or just prune? Do I top them so they don’t grow anymore? Is the tablet or stake fertilizer good enough? How often do I fertilize?
