Elephant ear bulbs

Question

When the Elephant ear plant blooms, do those become bulbs? They look like bulbs at base of bloom.

The flower itself will produce seeds, but the elephant ear plant does produce bulbs underground. Either can be used for propagation, but the bulbs are the easier option.
