Does A Lilac Bush Flower Before The New Leaves Appear

I have new buds appearing are they leaves or flowers on my lilac bush.

In most lilac varieties, the leaves emerge first, followed by blooms. The flower buds formed last summer/fall so you should be able to see those on the branches, too. Bloom time is determined by the variety. The old fashioned lilacs bloom first, others like Korean lilacs, which are shorter, bloom later. Here is more on their care:
