Q.Dead Sections on Rosemary Plant

We have a large upright rosemary plant which has a section that is dying. We cut back the area and pulled out the dead stalks; however, now we are noticing even more sections which seem to be dying. I read about the white powder on the plant, but this one does not have that. We also just had mulch put in that area, but all the other plants are alive and well. What should we do?

It is likely a fungus. I would treat it with a fungicide, like neem oil, to help it recover.
