Dandelions have overtaken my lawn

Question

Dandelions have overtaken my lawn except where clover is present. Will clover or any other kind of ground cover take over dandelion?

I live in a neighborhood with strict lawn care guidelines but I refuse to support the chemical companies that have knowingly poisoned our planet. I don’t mind dandelions, but they get tall so fast. Clover is much softer and grows much slower, hence my question.
