Wondering if I can move daffodil bulbs that are in the ground once they have started to sprout.

You can, though you may find they don't bloom as well this year after being transplanted. If you can avoid it, wait till after the leaves have yellowed to move them but if you have no choice, they can take the stress of being moved before then.
