Q.Curing Aphids on My Houseplant

I have a weeping Podocarpus that seems to have a brown lumpy scale on some of its branches. I think they are aphids. I can scratch some of it off with my fingernails and the plant is also secreting sap on its needles. This plant has never been outside but has been close to windows. None of my other plants have this. How can I get rid of it?

From your description, my best guess would be scale rather than aphids. At any rate, neem oil should take care of them. If there are not too many scale bugs, you can remove them with a q-tip dipped in neem oil, alcohol, or soap and water. These articles will help:
