Q.Crepe Myrtle – “Distorted Shape”

What causes the limbs on my crepe myrtle to turn inward? The attached picture shows 1 of them but nearly all of them have this problem. I live in extreme Western KY. I have 16 crepe myrtles, 6 years old, in various places around my home. As of today, only 1 is putting out any new growth on the stems. Most are putting out from the roots so my plan is to cut ALL old growth as close to the ground as I can. Is there anything I can/should do to prevent future grown from turning inwards as shown in the picture? Thank You.
