Q.Could You Please Tell Me What Is Happening To My Conifer

This conifer was planted by my late father which makes it over eleven years old. Last year this strange growth appeared roughly 4.5ft above ground level. Could you please tell me what is happening and should I remove it?

Yes, you should remove it. The tree must have been grafted and a stem from below the graft is growing. Always remove suckers as soon as you see them so they don't overtake the tree.
