Q.Concern About A Canadian Hemlock That I Planted Last June.

The hemlock was about 15” tall when planted. I followed the planting instructions. I watered it accordingly. This tree has not made any effort to grow. It doesn’t look like it’s dying, but doesn’t look all that healthy either. Kinda has a pale green color to it. Any advice? Should I prune it back to encourage growth? Any suggestions would be appreciated. The photo was taken shorty after it was planted, and looks about the same except a touch paler.
