cocculus carolinus removal/kill

Question

Do you know how I can get this vine out of my flowerbeds? I have tried the method of cutting stem and painting on brush killer and this doesn’t seem to work well either.

If painting the cut stem with full strength herbicide has not worked, there is little else other than pulling the vine by hand.
