Care of Pussy Willows

Question

I have a very tall pussy willow which I’ve never pruned. I’ve had it for about 5 years and notice that it produces fewer pussy willows each year. Would it be ok to trim it back now? Also, it has raised white bumps on the leaves this year. Any idea what that might be? (I live in N. Eastern Illinois and fertilize it 3 or 4 times during spring and summer).
