You can use pine shavings to mulch tomatoes, but any wood mulch may tie up nitrogen while decomposing so you may need to add additional nitrogen to the soil. It works better for perennial vegetables such as asparagus or rhubarb. Pine mulch is excellent for acid loving ornamental plants such as blueberry shrubs, camelias, azaleas and rhododendrons.
For tomatoes, it is recommended to use compost, chopped up leaves, weed-free straw, newspaper covered with organic mulch, or landscape fabric. Here is more:
