Q.Can using a torch on grass and weeds in the garden keep a garden from growing anything?
Our plants are wilting in the garden. We used a Green Dragon Torch in the garden before planting anything. Did torching the soil hurt it? The soil is real dry now. Of course we watered the plants we planted but wonder if we hurt the garden.

No, you did not hurt anything with the torch. But it does look like you have heavy clay soils. That means that there is quite a bit of water under the dry surface. The soil is actually completely saturated after the first few inches.
It is very hard to gauge water content of clay soils, although peppers will tolerate the soil type, so the most common issue is overwatering, which is the case here.
Hold off on watering until the ground is completely dry down to about 3 inches. This will stave off problems in the future. It would also help to amend that heavy soil before planting again.
