Q.Can I pot up a new order of Rain Lilies, leave them outside til frost and over winter in garage. I am in southeastern Indiana

If you mean that you've just bought bulbs, you may want to overwinter them as instructed in this article: https://www.gardeningknowhow.com/ornamental/bulbs/lily/overwintering-lily-bulbs.htm.
If they are plants, yes, be sure to store them inside in a protected environment. They should be fine in the spring.
