I would use new dirt and just dispose of or compost what was in the pot last year. You likely will find when you dig in there that it is full of roots and/or critters and not so hospitable for another plant. However, if you remove the old bulbs and most of the soil is fine, go ahead and use it with added soil to increase nutrients.
