Q.Can broom plants from my garden rooted in water now be kept over winter as a houseplant to plant in the spring?

Broom plants are hardy to zone 5, so yes, you would need to overwinter it indoors to keep it sheltered till spring. I would plant it in soil, though, and not keep it in water all winter. Keep it in a sunny spot free of drafts from the furnace.
