Q.Can A Meyer Lemon Tree Be Planted Outdoors In Corvallis, Oregon Successfully?

I’ve had my Lemon tree since it was 3” tall. Now it is 2 1/2’ tall. I would like to plant it outdoors, but it seems to be sensitive to the cold in winter. Is it possible to plant it outdoors?

It should be fine. You are in hardiness zone 8b, and meyer lemons are hardy in zones 8b to 11. You may want to give it some winter protection, though.
