My lilies are too tall (5 ft and still growing). Can I cut them down? Want to try to keep them at 3 ft or so – if possible.

The height may be due to the variety you have. If your variety is supposed to be shorter, it may be overcrowded or may not be getting enough light, which causes tall, leggy growth. Increasing the amount of light they get would be the best way to decrease their height.
