We need a number of 18″ high roses with a 2-1/2″ head. What type of rose fits this criteria?

The floribunda roses tend to be shorter roses with sprays of blooms that may fit your needs. Double check their growth habit prior to buying them. Some are medium height, while others may grow more like a grandiflora, thus being taller. Some miniature rosebushes will fit that need as well, but double check their growth habits and size of typical blooms.
