Burning Bush Tree

We have a burning bush tree that has been ravaged by aphids. We seemed to have killed them off but our tree is losing its leaves and looks very unhealthy at the moment. Any answers?

Be sure to positively identify them as aphids, because they could also be scale insects, which would explain why the bush still doesn't look very good. Here are some articles that may help you:
