Hibiscus Plants

I have tiny bugs on my hibiscus leaves which are white and look like powder. Plant is growing but I don’t know how to get rid of them and don’t know if I need to change out soil or what? Plant is about 4 ft and I live in Colorado.

Unfortunately, your photo did not come through. I cannot see what you are referring to. It sounds like, from your description, that you may have mealybugs!
