Q.Brown Scale Insects on my Hibiscus

My lovely large Hibiscus started to produce leaves but they stopped growing and turned yellowish. I gave it plenty of feed and water but it did not improve. I did not notice anything on it until I went to look at it with my reading glasses on and then I noticed that it had a large amount of small scaly brownish oval objects on it in varying sizes. Inside them are lots of creamy white powder stuff which may be minute eggs. I have sprayed it with many things and spent hours pulling them off but a few still keep appearing. I have also watered an insecticide for scale insects into the ground. I cannot seem to find the solution to this problem so can you help please? Moving the bush is not an option, as I have nowhere else to put it and it has been planted for so long that I don’t think that it would survive a move. Please see photo of some of the bugs that I pulled off.

Neem Oil is a good treatment for your scale issue.
