I live in New Orleans. We had about 24 hours of below freezing temps about 4 weeks ago. My 15ft bismarckia palm is now looking dead. How do I know if it is dead? Will it recover? Should I prune ?

There is a chance that it will recover. The only thing that you can do is wait for now. Do not trim the fronds until you are certain that there is new growth. Once you see the growth begin, then you can trim a few fronds off per day.
