Q.Bismarckia Nobilis Roots Not Supporting The Growing Palm

I bought my Bismarckia nobilis 2 years ago in a 3 gallon pot. I planted it and the base is now about 7 inches in dia. The roots are not growing deep because the whole palm is about to fall over. I have it staked to support it. Any advice?

I'm wondering if the soil is porous enough. They need sandy or loam soil to thrive. You can add sand to the top of the soil and it will work its way down. Also be sure it is getting enough nutrients. A soil test will help. Keeping it staked will help it till it gets a stronger base.
