Q.Best time of day to plant transplants?

I have milkweed and sunflowers to plant in my yard; I grew them from seed. I live in the Sacramento region of California. Thank you.

Morning would be a good time before the day warms up. Be sure to harden off your plants before setting them out. Here are the instructions:
