Bell Peppers

Question

I live in northeast section of Pennsylvania. My bell pepper plant is growing beautifully, but it is not bearing any peppers! Suggestions?

Can add phosphorus (like bone meal) to offset high nitrogen and encourage flowering/fruiting.
