Q.Bare Root Strawberry plants and Dormancy

Hello!
I planted 3 bare root strawberry plants April 30th & nothing. No green anywhere. Though there is 1 that literally moves when gently sprayed with water. Is that normal? Does that indicate that it is trying to come out of dormancy? 2 weeks ago, I planted 4 more. Same Miracle Grow soil, same species (quinault ever bearing), bought from the same store,soaked them overnight, & planted them the following day. Only difference is that these 4 soaked overnight vs the original 3, I soaked for about 2hr prior to planting. The crowns are above soil as well. Full sun window & time on my front porch in direct sunlight. Help! What am I doing wrong? Turning you in advance….

Bare root plants just need time to wake up.
