Q.artificial light for rubber tree plant?

I have a rubber tree plant that is now about 1-1/2 years old, 2 feet high. I started it from a small cutting given to me by a friend.
About a year ago, we put tinting on our windows, and the growth of the plant has slowed to almost a halt.
Can I use artificial light to bring its growth back to normal?
if so, any suggestions on what kind, how long, how intense, etc?

Artificial light may help, but if you can get it outside to some real sunshine that would be best.
