Q.apricot tree blight

Thank you for taking my question.. My apricot tree had many small apricot buds on tree till heavy rains knocked most off..( Modesto Ca.). Now I’m noticing leaves covered with very tiny white insects. I’m thinking aphids?? but then I also noticed a huge amount of lady bugs on then also. I wasn’t sure if they are eating the white spots or ARE coming from the spots. I don’t want to spray with soap product if the lady bug just laid the eggs on here and will eventually all fly away.. But I will spray if the bugs are aphids.. Please help me.. thank you in advance

There can be a few pests that meet your description; Aphids, Mealybug, Scale.
Ladybugs are beneficial and do help control Aphids and Spider Mites.

You will need to determine if the insect issue is getting worse or if the Ladybugs alone are controlling the pests.

Neem Oil is the recommend treatment for most pests. Neem Oil is organic, and safe for people, pets and bees.
It is a bit more unclear if Neem Oil harms ladybugs. I myself am very careful about using Neem Oil when Ladybugs are present.
