Q.Apple Tree Will Not Flower

I have an apple tree that will not bud. When I planted it four years ago, it had flowers and produced about 5 apples. The tree is about 8 foot tall and 5 foot around. I have another apple tree 15 feet away and it produces fruit. I do not know the varity of the trees. What could be the problem?

I think that the soil may be lacking phosphorous, which can keep a plant from blooming. Give it some bone meal and that should help.
