Q.a pencil juniper that has become loose and moveable in the soil

how do I remedy this situation….how do I firm the tree in its growing position…the tree was planted in 2003

You will likely need to remove the plant and dig out the planting area and make some amendments to the soil.

You may want to have a qualified Arborist examine the tree and make these growing adjustments.
