Q.A Orange Colored Sub Ace In On The Branches

The new branches have a tan/orange color on the top branches. I went to our local master gardeners w/o any help. So can you advise me or send rep. To inspect

It could be Fusarium. This would need to be treated by a professional, due to the nature of the disease.
