Can I plant tomatoes as late as early July in Indiana?

You can but the plants will need plenty of heat to grow well and catch up. If warm enough, tomatoes will usually catch up to normal growth when planted this late. However, if temps do not stay warm enough due to a short season where you live, then you may have a problem with getting a good harvest.
Also, when planting, make sure to work in some good compost or fertlizer to give the tomato plants everything they need to grow fast.
