I have a dwarf lemon tree and would like to know if pine needles make a good fertilizer.

Pine needles are good for mulch for citrus trees. They also do a good job of keeping weeds down. Whenever you are using a natural mulch, make sure that you are having your soil tested regularly to keep an eye on nitrogen levels as decomposing natural mulches and deplete nitrogen from the soil.
