    There could be a few reasons. Environmental, insects, disease or pruning.
    You may want to do a soil test to really know what may be either missing from the soil or if to much Nitrogen is an issue.

    There are a few things that can cause this. First, the plants are getting too little light. Can you increase the light they get, either through pruing nearby plants or the use of mirrors? Second, they may not be getting the right amount of nutrients. Too much nitrogen or too little phosphorous and the plants will not bloom. Third, they may have been rendered sterile. If your plants were wild or exposed to wild plants, they may have caught a disease.     This is called a witch's broom and should be removed as it will not produce fruit. In blackberries, it is caused by a fungus. Here is more information:

    There can be many reasons and the fact that you have never produced fruit is concerning.
    I would recommend a soil test. This is the only way to determine if it's an issue in the soil.
