Can I dig up blackberry plants in the wild and transplant them? If so, when would be the best time?
The best time for transplanting blackberries is fall so now would be the time to get the project done. Select a transplant site that provides full sun, air circulation and is well draining. Also, it may help to do it in the evening to reduce stress/transplant shock, and be sure to include as much of the roots as possible. If you have not already done so, you may want to prune your blackberry bush as well. My blackberry bushes produced plenty of berries last year. This year the vines are bigger but there were never any blooms. I trimmed back the branches that bloomed last year and turned brown. I have now been told that there should have been branches last year without blooms but there were not any. This year I have plenty of branches but not a single bloom or berry.
There could be a few reasons. Environmental, insects, disease or pruning.
You may want to do a soil test to really know what may be either missing from the soil or if to much Nitrogen is an issue.
Here are a few links for you that should help you pinpoint the issue.

We let wild blackberries come up in our yard last year. This year they are bearing. The new canes are overpowering the old canes that are bearing fruit. Can I safely cut back the new canes to 24 inches or should I just pinch off the plant tips only? Thank you.

I have blackberry bushes, 5-6 feet tall. They are spreading and look good. They are 4 years old, and they have NEVER blossomed. What am I doing wrong? Thanks.
There are a few things that can cause this. First, the plants are getting too little light. Can you increase the light they get, either through pruing nearby plants or the use of mirrors? Second, they may not be getting the right amount of nutrients. Too much nitrogen or too little phosphorous and the plants will not bloom. Third, they may have been rendered sterile. If your plants were wild or exposed to wild plants, they may have caught a disease. This article will explain more on that: https://www.gardeningknowhow.com/edible/fruits/blackberries/blackberries-not-fruiting.htm
My 2 yr old blackberry bush is producing nicely this year. There are now, however, 4 suspicious stems that have grown very long and quickly over the past few weeks. They originate from the root area and are single stems. Are they suckers to be cut down or new stems that will produce next year?
This is called a witch's broom and should be removed as it will not produce fruit. In blackberries, it is caused by a fungus. Here is more information:

They are 20 years old and never produced any fruit. I've cut them down a few times but nothing ever buds. My wild berries do just fine.
There can be many reasons and the fact that you have never produced fruit is concerning.
I would recommend a soil test. This is the only way to determine if it's an issue in the soil.
Here is a great article to help you start pinpointing and eliminating the cause.

My blackberry bushes are full of red berries. However, they are not getting ripe. They have been on the bushes for several weeks and there is no sign of any ripening. The berries look healthy and are the same size they have been all the other years I have had the bushes. The weather this year has not been much different than in years gone by. Can you tell me what the problem might be and what I can do to correct it?
This is likely caused by the Redberry Mite.
