The other tree on the other side of yard is thriving. I don’t know what happened to this tree? It was doing great. Is there a way to save it?
I live in Charleston, SC so the weather is warm March thru Oct/Nov. I bought the tree less than a year ago and transplanted it into a large container for the summer. We plan to plant in the ground this coming spring. Some of the fruit was bright orange but most was brownish.

The fruit appears to be normal, healthy and not punctured. It smells good but has what appears to be a green colored mold on the inside of the rind.
If you inspect the fruit, notice whether there is a spot or small crack near the fruit's stylar end, or its "belly-button." Your tangelos may be suffering from alternaria rot, which is not always detectable until the fruit is opened. This article has tips on how to treat for this fungus.

If that doesn't seem to be the problem, contact your local University Cooperative Extension group. I'm sure they will know.
The very small fruit look fine, still a deep dark green!
It will be normal for new growth to stop as the tree puts the energy into fruit production. It will be several months before you start to notice color in the fruits.

That is very, very old for a citrus tree. Many citrus top out around 40 to 50 years before starting a very quick decline.
