I bought this stapelia vellitiae about a year ago and may have neglected it. Took a photo and showed a nursery and it had millie bugs. I was given a spray to get rid of them and seemed to work. Has a couple white stains on it still. I cut the tops of as they appeared rotten. I've re potted in premium potting mix advised by the nursery as it works similar to succulent mix. I have a new healthy looking shoot growing right under the bigger shoot.
It looks to be suffering from the infestation. I would apply a fungicide to mitigate any infection brought about by the insects. Recovery can take awhile, but with proper care will happen.
You can treat this like its close relative, the starfish cactus.

There are 2 stalks of a starfish Sansevieria plant all crusty. I have no idea why. The rest of the plant is healthy with lots of new growth. Should I just but out the crust, or throw away that entire part of the plant? Many thanks!
They look like failed flower buds. You can remove them. Here is an article that will help you with their care:

We do not recommend places to purchase any plants. I would try online nurseries, or local nurseries. They may have what you are looking for.
I just got a starfish cactus and it’s soft squishy and wrinkly. Do I water it?
Likely, yes. These are not true cacti, and will require constant moisture. This article will help you to care for the plant:
