My house has a small concrete yard and I have two rabbits. Unfortunately, my landlord won't replace the slabs for a lawn, so I was thinking that a raised bed is the best I can do for them. My only worry is drainage. Will the grass in the bed always be wet if there are slabs under the soil?
You can grow grass in a raised bed on a solid surface. Add a layer of rock to the bottom under the soil to allow for drainage and you should be fine.

I have a table frame that is 72 inches wide x 36 inches deep x 29. 5 inches high. I have built a cedar garden box that is 72 inches wide x 36 inches deep. I want to sit the box on top of the table frame but do not know what to use for the bottom of the garden box to keep the soil in it. Would I use a sheet of heavy plastic, or maybe some chicken wire?
