an they bloom twice in one season? Weeping pussy willow seems to be putting on blooms for 2nd time this season.
That does look like what it is doing. This is pretty rare but not impossible. This could be due to large temperature fluctuations, or some other stress. I do see what appears to be slug or snail slime trails and damage. This could explain the flowering to some extent. Keep an eye on fungal or bacterial infection, as well.
