The bottom stalk piece of the plant got mushy and rotten. I cut that piece off but now can I repot it rite away or should I wait for it to dry out before replanting it?
Unfortunately it can't be saved. You will need to start over.

to be for my vegetables and trees to grow? I put at least 6 inches of miracle-gro soil on top of my clay soil. I also tilled the ground and mixed in the native soil with the miracle gro so the vegetables and trees do not go into shock. After days of work to finish my raised beds to see my trees die after 6 months of growth due to improper drainage is so sad. Please help.
Papaya have shallow roots so it may not have been the soil. It could have been overwatering; they can't abide by wet feet.
It sounds like what you did would be adequate for vegetables and trees. However, veggies need more frequent watering than trees, so I would plant trees elsewhere.
Adding mulch to the beds will eventually improve the soil as it decomposes. Also, each year add additional compost as a side dressing and it will work its way down, too.

I would like to get rid of these if anyone knows how
Here are some suggestions:

i have clay dirt i was thinking to dig and put a rich soil how big of a space for the roots do i need to leave
If you want to amend the full root space, I would dig, about, 3 feet deep and 5 foot wide. This will give the tree plenty of root to spread for its fast, and short, life cycle.
Here is an article that will help you to grow the tree:

How do I grow a papaya from seed? Do I dry it out first or plant it right away. It's been 2 days since my neighbor gave me a bunch of seeds
I have had good results from planting, both, fresh seeds and dried seeds. This article will help:

This collection of articles will offer more information on the care of the tree:
Ive read about ringspot virus but i dont think it matches that well with it. Maybe other curable disease? Nutrient deficiency? I sprayed it with diluted sulphur and did nothing. As you can see in the photo, new leaves are 100% healthy, then slowly pick white strips until chlorophil only remains in the veins, then starts to die from slow necrosis from the tip Cheers, Pablo from the Canary Islands
Unfortunately, your photo did not come through. I am unable to assess the situation.
I would test your soil, first. Usually, this will tell you what needs to be corrected. If nothing shows up out of range, then you can start to diagnose for disease.

I don't know why but the photo didnt upload. Here's the original message: " Ive read about ringspot virus but i dont think it matches that well with it. Maybe other curable disease? i dont know whats going on with the photo upload system i can't seem to be able to do it anymore. I posted a question without problems a month ago...
I hope the description is enough. Young leaves --> Lush green, gets a bit darker as it matures, white lines start to appear, general decoloration towards white except in the veins and necrosis from the tips. At this point the leave falls easily so i'm guessing the plant isn't even receiving sap from it
